What is it?
It is a source of funding from the Ministry of Interior, administered by the Secretariat for Regional and Administrative Development, for programs and projects of investment in urban infrastructure and communal equipment smaller, which is created with the idea of collaborating in the generation of employment and the improved quality of life of the country's poorest population.

Regulatory Framework
Supreme Decree No. 946, promulgated on 24 June 1993 regulates the operative Urban Improvement Program and Communal facilities (PMU), an investment fund designed to finance community development projects.
